The Blue Skies Event
In 1930 a beam of blue light originating from deep space passed over and through the Earth. For less than a minute all the planet was saturated with a blue glow. The origin of the “Blue Skies” event remains a mystery.
Within days of the event rumors began to spread across the globe of people developing superhuman powers and abilities. During those first few months there remained plenty of skeptics, but as eye witness accounts increased the list of believers grew.
“Mutates” are real. The exact number of original mutates may never be known. Those affected are believed to be an extremely small population and most gained powers so subtle they were easily hidden. Many of these mutates chose to continue their lives as if nothing had changed. However, in the rarest cases an individual acquired amazing powers and abilities that previously seemed inhumanly possible. Some of these people chose to make their presence known to the world. There was no more room for denial.

Above is the starting premise for this first game and below are some notes about character creation.
Most of the people who gained powers from The Blue Skies are around PL 5-PL7. There are only hundreds, maybe in the low thousands, of known mutates in the world. You characters will be some of the elite who gained PL10 powers (only a handful spread across the globe.)
You will be playing in a pre-super hero world where super-powers are a strange and often frightening concept for most people.
I would like players to use the Mutate angle for character creation, but I might make an exception for a non-mutant character if a concept really works. You would likely need to be a skill heavy type character without ‘super-powers.’
While considering a character here are some interesting events (not not necessarily related to the game) in recent history. Feel free to pull other historical events into character creation if you want.
